August 24, 1990 Supreme Soviet of Tadjik SSR accepted "Declaration on the state sovereignty of Tadjik SSR". The independence of Republic of Tadjikistan was proclaimed September 9, 1991.
March 2, 1992 the ceremony of rise new UN members`s flags was held. Flags of Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Moldova, Tadjikistan, Turkmenistan and Uzbekistan were hoisted near UN building in New York. Thus for Kazakhstans, Kyrgyzstan, the Tadjikistans and Turkmenistan old flags of former republics of USSR were lifted. During ceremony of rise the Tadjik and Turkmen flags were mixed. The manager of ceremony has named: "Republic of Tadjikistan!" and with sounds of music and applause the flag of Turkmen SSR was raised! When the flag of Republic of Tadjikistan was lifted, it has appeared with incorrect ratio of strips as 3:1:1:1.

New state emblem and flag were adopted in November, 1992 by ÕVI session of the Supreme Soviet of Republic Tadjikistan in Hudjant, when the new government was elected. November 24, 1992 XVI session of the Supreme Soviet ratified a Regulations on State flag According to this Regulations:
"1. The state flag of Republic of Tadjikistan is a symbol of
the state sovereignty of Republic of Tadjikistan, indestructible union working,
peasants and intelligency, friendship and brotherhood of all peoples living in republic.
2. The state flag of Republic of Tadjikistan represents a rectangular field
consisting of three horizontally located colour strips:
the top stripe is red and have equal width with the bottom stripe of green colour;
a central white stripe in 1,5 times wider of other colour stripes.
Gold stylized crown and semicircle of seven stars are represented on a white stripe ...".

Green stripe symbolizes valleys of the republic (7% of territory). White stripe symbolizes the main riches of republic - cotton, and also a snow and ice in high mountains. The red colour is a colour of a unification of republic and brotherhood with other peoples of the world.
